Every charcoal problem is cheaper to catch at the factory or port than after arrival. A pre-shipment inspection (PSI) turns a spec sheet into evidence. This is the working checklist, in the order problems usually hide.

1. Sample and test the actual batch

The certificate from last season does not describe this season’s container. Take a fresh sample from the production run you are buying and test — at minimum moisture and ash, per the agreed method and basis. The cheapest check is visual: weigh cubes, break a few to feel density, and burn one to watch ignition, sparks and residue.

2. Size tolerance, cube by cube

Hookah cubes are sold by nominal size (25/26/27 mm), but buyers judge by consistency. Check a random spread of cubes from different cartons with a caliper. Consistent size means consistent burn behaviour; a spread of sizes in one box means sessions that run hot and short unpredictably.

3. Moisture at origin

Moisture is the figure that moves most between factory and arrival. Measure it at the point of stuffing, not from the quotation. If the packaging is not moisture-resistant, a dry reading at origin will not survive the voyage — this is why the packaging check belongs in the same inspection.

4. Packaging integrity and labelling

Every bag or carton should be intact, sealed and correctly double-labelled: trade labels (brand, weight, origin) plus dangerous-goods marks — UN 1361 and the Class 4.2 diamond — with placards on the container itself. A container stuffed without DG marks will be refused or held at the port of discharge.

5. Document the lot

Photograph the stuffing, the seals, the labels and the samples you took, with date and container number visible. A photo set is the cheapest dispute insurance in this trade — when the goods arrive in a different state, the pictures decide who pays.
